Charles Owino Wahongo, simply known as Charles Owino, was born on December 22, 1968, in Ugenya, Siaya County, Kenya. 


Although not much is known about Charles Owino's educational background, it is at least known that he attended primary and secondary school, and also holds a Bachelor’s degree in Criminology and Criminal Justice. His Bachelor's degree in Criminology and Criminal Justice is what led him to take a career path in the Kenyan police force.

Police Force

Charles Owino started his career in the Kenyan police force. His dedication and commitment to the force was driven by his passion for it and it didn't take long before he started getting recognized. 


In 2013, Charles Owino served as OCPD Njoro before moving to Ndiwa. He later took charge of security in Kisumu County. Overtime, Owino started working his way up in the Kenyan police force and in 2016, he was promoted to the position of spokesperson of the police force. As spokesperson of the Kenyan police force, Charles Owino was responsible for communicating with the media on behalf of the force.


In 2017, alongside seven other senior officers, Charles Owino was appointed Assistant Inspector General of the police force and in 2018, following the appointment of George Kinoti as head of the Directorate of Criminal Investigation (DCI), he was promoted to the position of Director of communication services in the National Police Service.



Politics

In 2021, Charles Owino retired from the police force and joined politics. During his time in the police force, he contributed to various police reform initiatives and improved the public's view of the force in positive light while enhancing its professionalism. 


After retiring from the police force and joining politics, Charles Owino declared his intention to contest for the Siaya gubernatorial seat in Siaya County with the hope of introducing sustainable projects that will benefit everyone in the county. He was also appointed as the Deputy Director of the Kenya National Focal Point on Small Arms and Light Weapons (KNFP), a government agency responsible for fighting against the proliferation of small.


During the course of being a politician, Charles Owino has represented his constituency as a Member of Parliament and has also served as the Coordinator of the United Democratic Alliance (UDA) in Siaya County.
